Introduction

Farmer Producer Organisations (FPOs) and Farmer Producer Companies (FPCs) give small farmers collective bargaining power, but early-stage collectives often struggle to access credit because they lack the collateral banks usually ask for. NABARD backs FPOs through several channels working together: its NBFC subsidiary NABKISAN Finance Limited lends directly to FPOs, its Credit Guarantee Fund (managed through subsidiary NABSanrakshan) makes it easier for FPOs to get collateral-free loans from other lenders, and its Producer Organisation Development Fund (PODF) supports capacity building and incubation. NABARD is also one of three implementing agencies — alongside SFAC and NCDC — for the Government of India's Central Sector Scheme for Formation and Promotion of 10,000 FPOs.

NABARD FPO Financing Overview

  • Direct Lending Arm — NABKISAN Finance Limited (NBFC subsidiary of NABARD), the largest lender in India's FPO ecosystem, merged with NABSAMRUDDHI Finance Limited in December 2025
  • Credit Guarantee — Credit Guarantee Fund for FPO Financing, ₹1,000 crore corpus (GoI and NABARD), managed by NABSanrakshan Trustee Private Limited
  • Capacity-Building Support — Producer Organisation Development Fund (PODF), set up in 2011 with an initial ₹50 crore corpus
  • Related Central Scheme — Formation and Promotion of 10,000 FPOs, implemented jointly by NABARD, SFAC, and NCDC
  • Type of Support — Central Government-backed, delivered through NABARD subsidiaries and empanelled lenders
  • States Covered — All India

Objectives of NABARD's FPO Support

  • Give farmer collectives access to formal, collateral-free institutional credit.
  • Strengthen the equity base and creditworthiness of nascent and emerging FPOs/FPCs.
  • Build FPO capacity through training, incubation, and professional management support.
  • Reduce lending risk for banks and NBFCs financing FPOs, encouraging more institutions to lend.
  • Help FPOs scale into viable agribusinesses that improve farmer incomes through aggregation and market linkage.

Key Features of NABARD Loans for FPOs

  • NABKISAN offers direct term loans and working capital to FPOs of up to 6 times the FPO's net worth, or ₹1 crore, whichever is lower, with interest rates linked to NABARD's refinance rate.
  • For newer, less-collateralised FPOs with a sound business plan and positive net worth, NABKISAN also considers loans up to ₹50 lakh on a merit basis.
  • The Credit Guarantee Fund provides cover of up to 75–85% on loans up to ₹1 crore, allowing eligible lending institutions to extend credit to FPOs without full collateral.
  • Under PODF, NABARD extends grants and/or loans to registered POs, FPCs, cooperatives, and federations for equity support, working capital, and institution-building activities.
  • A matching equity grant of up to ₹15 lakh per FPC (in two tranches over three years) is available through SFAC's Equity Grant Scheme, which NABARD helps facilitate alongside SFAC and NCDC.
  • NABKISAN is also active in financing FPO/FPC projects under the Agriculture Infrastructure Fund (AIF), including for post-harvest and processing infrastructure.

Benefits to FPOs and Farmer Producer Companies

  • Access to collateral-free or partially-collateralised credit that would otherwise be very difficult for a young FPO to secure from a mainstream bank.
  • Loan sizing linked to the FPO's own net worth, encouraging FPOs to build equity and financial discipline over time.
  • Support across the FPO lifecycle — from formation and incubation (PODF/10,000 FPO scheme) to working capital and infrastructure loans (NABKISAN, AIF).
  • Concessional interest rates negotiated through NABKISAN's tie-ups with state governments and financial institutions.
  • Reduced risk for lenders through the Credit Guarantee Fund, which in turn improves an FPO's ability to raise further credit as it grows.

Limitations of NABARD's FPO Support

  • Direct NABKISAN loans require the FPO to be incorporated for at least six months with at least one balance sheet, a minimum ₹2 lakh share capital with positive net worth, and a regular CEO in place — early-stage collectives without this track record may not qualify.
  • Loan amount is capped relative to the FPO's own net worth for larger facilities, so very young or thinly capitalised FPOs are limited in how much they can borrow.
  • The Equity Grant Scheme is operated by SFAC, not disbursed by NABARD directly, so FPOs need to apply through the correct implementing agency for each component.
  • Credit guarantee cover reduces but does not eliminate lender risk assessment — an FPO still needs a viable business plan and reasonable repayment capacity to be financed.
  • PODF support and incubation assistance are limited by the fund's overall size and are allocated through a proposal and approval process, not guaranteed to every applicant.

Documents Required

  • Certificate of incorporation/registration (Producer Company under the Companies Act, cooperative, or registered society)
  • PAN, GST registration, and other applicable statutory licences
  • At least one audited balance sheet and financial statements
  • Business plan or Detailed Project Report covering the proposed activity and market linkages
  • Board resolution authorising the loan application and signatories
  • KYC documents of directors/office bearers and details of paid-up share capital

How to Apply for NABARD-Backed FPO Finance

  • For direct NABKISAN loans: Approach NABKISAN Finance Limited (nabkisan.org) or its regional office with the FPO's incorporation documents, financials, and business plan.
  • For credit-guaranteed loans from other lenders: Approach a bank, RRB, or NBFC empanelled under the Credit Guarantee Scheme for FPO Financing, which will assess the loan and route eligible cases for guarantee cover through NABSanrakshan.
  • For capacity-building or equity support: A promoting institution or the FPO itself can submit a concept note to NABARD's regional office under PODF, or apply through SFAC for the Equity Grant Scheme.
  • For infrastructure financing: Approach NABKISAN or an empanelled bank for a loan under the Agriculture Infrastructure Fund for eligible post-harvest or processing projects.
  • Track application status directly with the lending institution or NABARD's regional office handling the FPO's district.

Conclusion

NABARD's support for FPOs works less like a single scheme and more like a layered ecosystem — NABKISAN for direct lending, the Credit Guarantee Fund to de-risk loans from other banks, and PODF for the capacity building that gets an FPO investment-ready in the first place. For a farmer collective, the right entry point depends on how established the FPO already is: newly formed groups should look at PODF and the 10,000 FPO scheme's incubation support, while FPOs with at least one balance sheet and a working business plan can approach NABKISAN or a credit-guaranteed bank loan directly.
