The Government of India, through the Ministry of Agriculture and Farmers Welfare, runs the Interest Subvention Scheme (also called the Modified Interest Subvention Scheme, or MISS) to make short-term crop loans affordable for farmers. It was launched because farmers often struggle to access institutional credit at reasonable rates, pushing many toward costlier informal lenders. Under this scheme, farmers who take short-term crop loans through a Kisan Credit Card (KCC) can borrow at 7% interest per annum, and repaying on time brings the effective rate down to just 4%. The scheme is implemented jointly by the Reserve Bank of India (RBI) and the National Bank for Agriculture and Rural Development (NABARD).

Interest Subvention Scheme (MISS) Overview

  • Scheme Name – Modified Interest Subvention Scheme (MISS), earlier known as the Interest Subvention Scheme (ISS)
  • Scheme Modification Date – Continuation for FY 2025-26 approved by the Union Cabinet, with RBI operational guidelines issued via circular dated 13 January 2026
  • Scheme Fund Allocated – Funded annually by the Government of India as a Central Sector Scheme (100% Centre-funded); the exact yearly outlay is fixed through the Union Budget and subsequent Cabinet approval
  • Type of Scheme – Central Government (Central Sector Scheme)
  • Helpline No – Kisan Call Centre, 1800-180-1551 (toll-free, available in 22 local languages); farmers can also contact their nearest bank branch or NABARD regional office
  • States Covered – All-India; some states (for example Bihar) provide an additional top-up subvention through separate MoUs

Objectives of the Scheme

  • Ensure farmers get short-term agricultural credit at an affordable, subsidised rate
  • Reduce dependence on informal moneylenders who charge exploitative interest rates
  • Encourage timely repayment of crop loans through a Prompt Repayment Incentive
  • Extend affordable credit to allied activities like animal husbandry, dairy, fisheries, and beekeeping
  • Discourage distress sale of crops by supporting post-harvest storage loans

Key Features of MISS

  • Short-term crop loans up to ₹3 lakh are eligible for interest subvention through KCC
  • Base lending rate is 7% per annum for eligible loans
  • Government provides 1.5% interest subvention to banks so they can lend at the concessional rate
  • An additional Prompt Repayment Incentive (PRI) of up to 3% is credited to farmers who repay on or before the due date, bringing the effective rate to about 4%
  • Loans for animal husbandry or fisheries alone (not combined with crop loans) get the interest benefit up to ₹2 lakh
  • Aadhaar linkage with the bank account is mandatory to avail the subvention
  • KCC is mandatory for claiming interest subvention on loans disbursed since 1 April 2020
  • Post-harvest loans against Negotiable Warehouse Receipts (NWRs) from WDRA-accredited warehouses are available for up to 6 months for small and marginal KCC holders
  • Farmers hit by natural calamities get a 2% interest subvention on the restructured loan amount for the first year

MISS Benefits to Farmers

  • Access to formal credit at a much lower cost than market or informal lending rates
  • Effective interest rate can drop to as low as 4% per annum for timely repayers
  • Reduces financial stress during sowing and cultivation seasons
  • Covers allied activities, so livestock and fishery-dependent farmers benefit too
  • Warehouse-linked post-harvest loans help farmers avoid distress selling of produce
  • Relief on restructured loans provides a cushion after floods, drought, or other calamities

Limitations of the Scheme

  • Full subvention benefit applies only up to the ₹3 lakh loan limit (₹2 lakh for standalone animal husbandry/fisheries loans); amounts beyond this attract normal interest
  • Aadhaar linkage is compulsory — farmers without this cannot claim the benefit
  • The Prompt Repayment Incentive is lost entirely if repayment is even slightly delayed
  • Benefit is tied to KCC-linked loans; those without a KCC or outside the formal banking system cannot access it
  • Actual interest rate charged can still vary by bank, and some lenders may charge up to 13% before subvention is applied

Documents Required

  • Aadhaar Card (mandatory for subvention)
  • Land ownership or land lease/tenancy proof
  • Bank account passbook
  • Passport-size photograph
  • KCC application form
  • Crop details / cultivation proof, where applicable

How to Apply for the Interest Subvention Scheme

  1. Visit your bank's website, mobile banking app, or the nearest bank branch/CSC centre.
  2. Apply for a Kisan Credit Card if you don't already hold one, since the subvention is only available on KCC-linked loans.
  3. Submit the required documents, including your Aadhaar card and land records.
  4. Link your Aadhaar to your bank account to remain eligible for the subsidy.
  5. Once your KCC loan is sanctioned, ensure repayment is made on or before the due date to receive the Prompt Repayment Incentive.
  6. The subvention amount is passed on upfront by the bank; the bank later claims reimbursement from RBI or NABARD.

Conclusion

The Interest Subvention Scheme has been a steady support system for Indian farmers since 2006-07, keeping the cost of short-term crop credit low even as market interest rates fluctuate. With continued government backing into FY 2025-26 and coverage extending to allied activities, it remains one of the most accessible ways for farmers to fund their cultivation cycle without falling into high-cost debt. Farmers are encouraged to get a Kisan Credit Card, link their Aadhaar, and repay on time to make the most of this benefit.
